Notice is hereby given that the Draft Update to the City of Exeter Municipal
Service Review is available for public review and comment beginning on March
16, 2016.

NOTICE IS HEREBY GIVEN that a Hearing will be held by the Local Agency Formation Commission (LAFCO) Tulare County, at the Administrative Building, Supervisors Chambers, County Civic Center, 2800 W Burrel AVenue, Visalia, on Wednesday, April 6, 2016 at 2 p.m., to hear and receive any oral or written protest, objections, or evident which are made, presented, or filed regarding a Request for Reconsideration of LAFCO Resolution 16-003, Case #1522b Deer Creek Storm Water District Annexation.

A hearing will be held by the Local Agency Formation Commision (Lafco) on Wednesday April 6, 2016 at 2:00 PM.

The proposed annexation includes 5 areas of nearly 36,000 acres roughly bounded by
Kern County to the south, Kings County to the west, Road 128 (the westerly boundary of
the Delano-Earlimart Irrigation District) to the east and Avenues 56 and 120 to the north.
A map of exact boundaries can be obtained at the above mentioned address.
Proceedings for this change of organization were initiated by the Deer Creek Storm
Water District and submitted to LAFCO. The Tulare County LAFCO approved the
proposal on January 20, 2016. The proposed terms and conditions for this
reorganization are set forth in LAFCO Resolution No.16-002 which is available for review
at the address listed above.

The annexation proposal includes about 37.6 acres including 5 parcels 077-180-009,-
017,-021,-022 and 077-680-019 and detachment of the same area from County Service
Area 1. The site is bounded by W Riggin Ave on the north and N Demarree Street on the
east. Commission proceedings were initiated by resolution of application by the City of
Visalia. The Tulare County LAFCO approved the proposal on January 20, 2016. The
proposed terms and conditions for this reorganization are set forth in LAFCO Resolution
No.16-001 which is available for review at the address listed above.

NOTICE IS HEREBY GIVEN that on the 27th day of November, 2015, an application was filed with the Executive Officer of the Tulare County Local Agency Formation Commission for a Sphere of Influence Amendment and Annexation to the Deer Creek Storm Water District in the County of Tulare, and that said Executive Officer has fixed January 20th, 2016 at 2:00 P.M., in the Administrative Building, Supervisors Chambers, County Civic Center, 2800 W. Burrel Ave, Visalia, CA, as the date, time and place of the public hearing upon said application. The SOI and annexation site consists of area north of Kern County line to approximately Ave 56 which is directly easterly of the current District Boundary, easterly to the westerly boundary of the Delano-Earlimart Irrigation District; and the area north of the District boundary, westerly of highway 43, northerly to the Avenue 120 line and westerly to the Kings County Line. Under CEQA sections 15004(b)(2)(A),15301, 15304,15306,15307,15308,15325,15262, and 15061(b)(3), the proposal is considered exempt from CEQA review.
