UPON APPLICATION OF REORGANIZATION OF THE CITY OF WOODLAKE CASE# 1512 W-20
NOTICE IS HEREBY GIVEN that on the 15th day of April, 2015, an application was filed with the Executive Officer of the Tulare County Local Agency Formation Commission (LAFCO) for the annexation of certain territory to the City of Woodlake and the detachment of certain territory from Tulare County CSAs 1 and 2. The Executive Officer has fixed June 10, 2015 at 2:00 P.M., in the Administrative Building, Supervisors Chambers, County Civic Center, 2800 W. Burrel Ave, Visalia, CA, as the date, time and place of the public hearing upon said application. The annexation site consists of approximately 46.74 acres on the east side of Woodlake and the detachment of certain area from CSAs No. 1 and No. 2; APNs 061-070-008; 061-070-034, 033, 011, 027, 028 and 029; 061-070-013; and 061-070-035 a portion of the abandoned Visalia Railroad right-of-way. In compliance with the CEQA, the City of Woodlake prepared an initial study/negative declaration for the proposed reorganization. As a Responsible Agency, LAFCO will consider the initial study/negative declaration before any action is taken.

NOTICE IS HEREBY GIVEN that on the 14th day of April 2015, an application was filed with the Executive Officer of the Tulare County Local Agency Formation Commission for annexation of certain territory to the City of Porterville in the County of Tulare, and that said Executive Officer has fixed June 10, 2014, at 2:00 P.M., in the Administrative Building, Supervisors Chambers, County Civic Center, 2800 W. Burrel Ave, Visalia, CA, as the date, time and place of the public hearing upon said application. The proposal consists of the annexation of a County islands to the City of Porterville of approximately 96.70 acres of land in northern Porterville. The island is located north of West North Grand Avenue to the alignment of West Merrill Avenue, and west of North Newcomb Street to the existing city limits. The environmental impact of the proposed annexation will be considered at the hearing.

NOTICE IS HEREBY GIVEN that on the 14th day of April 2015, an application was filed with the Executive Officer of the Tulare County Local Agency Formation Commission for annexation of certain territory to the City of Porterville in the County of Tulare, and that said Executive Officer has fixed June 10, 2014, at 2:00 P.M., in the Administrative Building, Supervisors Chambers, County Civic Center, 2800 W. Burrel Ave, Visalia, CA, as the date, time and place of the public hearing upon said application. The proposal consists of the annexation of a County island to the City of Porterville of approximately 121.94 acres of land in southern Porterville. The subject territory is bound by Plano Street to the east and Gibbons Ave to the south, and includes all areas north and west to the existing city limits. A Negative Declaration has been prepared and approved by the City of Porterville for use in this project. Interested persons may inspect or obtain copies of said document at the Tulare County LAFCO, 210 N. Church Ste. B., Visalia, CA. As a Responsible Agency, LAFCO will consider the initial study/negative declaration before any action is taken.

Area A (8.51 acres) is east of Newcomb St, between N Grand Ave and Median Cir. Area B (33.37 acres) is between SR-65 and Prospect St, north of Pioneer Ave. Area C (85.65 acres) is south of the W Morton Ave alignment and west of Westwood Street, north of Vine Ave. The environmental impact of the proposed annexation will be considered at the hearing. A Negative Declaration has been prepared and approved by the City of Porterville for use in this project. NOTICE IS HEREBY GIVEN that the Tulare County Local Agency Formation Commission will hold a public hearing on Wednesday, June 10, 2015 at 2:00 p.m. or as soon thereafter as the matter can be heard, in the CHAMBERS OF THE BOARD OF SUPERVISORS, ADMINISTRATION BUILDING, COUNTY CIVIC CENTER, 2800 WEST BURREL, VISALIA, CALIFORNIA, to consider adoption of the final budget for the fiscal year 2015/16 in accordance with Section 56381 of the Government Code of the State of California. Notice is hereby given that a Protest Hearing will be held by the Executive Officer of the Local Agency Formation Commission (LAFCO) Tulare County. The hearing will be held at Tulare County Association of Governments, 210 N. Church, Suite B, Visalia CA, on Monday June 8th, at 2 p.m., to hear and receive any oral or written protests, objections, or evidence which are made, presented, or filed regarding the following proposal:
LAFCO Case# 1516, Activation of Latent Powers of the Goshen Community Services District
The project consist of the activation of latent powers which includes public recreation including, but not limited to, aquatic parks and recreational harbors, equestrian trails, playgrounds, golf courses, swimming pools, or recreational buildings; and street lighting within the boundaries of the Goshen CSD in Tulare County. An assessment was approved by voters within Goshen CSD to finance the requested services by the District.

NOTICE IS HEREBY GIVEN that on the 30th day of March, 2015, an application was filed with the Executive Officer of the Tulare County Local Agency Formation Commission for the proposed activation of latent powers for recreation, parks, including but not limited to aquatic parks and recreation lighting, equestrian trails, playgrounds, golf courses, and swimming pools, and street lighting.

NOTICE IS HEREBY GIVEN that the Tulare County Local Agency Formation Commission will hold a public hearing on Wednesday, April 1, 2015 at 2:00 p.m. or as soon thereafter as the matter can be heard, in the CHAMBERS OF THE BOARD OF SUPERVISORS, ADMINISTRATION BUILDING, COUNTY CIVIC CENTER, 2800 WEST BURREL, VISALIA, CALIFORNIA, to consider adoption of the preliminary budget for the fiscal year 2015/16 in accordance with Section 56381 of the Government Code of the State of California. The City of Tulare is located within Tulare County, approximately 10 miles south of Visalia. This Sphere of Influence amendment is within the scope of the Final Environmental Impact Report (FEIR) prepared and certified for the SCH # 2012071064.  LAFCO, as a Responsible Agency, will review and consider the Final Environmental Impact Report prepared by the City of Tulare.

The City of Visalia is located within Tulare County, approximately 10 miles north of the City of Tulare. This Sphere of Influence amendment is within the scope of the Final Environmental Impact Report (FEIR) prepared and certified for the Visalia General Plan Update (SCH#2010041078)
